Vintage handmade sterling silver Modernist cuff bracelet is signed TE-11 MES MEX925. This bracelet is heavy gauge with little to no give, so I would say it is not adjustable. It shows minor wear in the form of scratches, but keep in mind the photos are magnified, so the flaws are much less, to not noticeable with regular viewing.
